Can it be connected via bluetooth or cable to provide a remote connection to a laptop?
 
It's worth saying that it might be a possibility, but it'll be an additional plan on top of an iPhone contract. It may vary from country to country. We'll see is, but it's unlikely basically.
 
Apple really just doesn't want my money I guess.

i suggest grabbing an old sierra 881 and popping your sim into it and use it for internet, then just put the sim back when you're done, i know it's a bit much to do but you get both internet and phone, and can hold you over till someone unlocks that feature so you can tether if you want to
