So WTF does Apple expect?
Allow dealers to make 3% margin on product
Starve them for inventory but ship the hottest products to mass-merchandisers and Amazon.
Sell to customers directly by mail when they find the dealers are out of stock
Start opening retail stores in direct competition Ontario Apple dealers.

I got out of Apple hardware retail in 1993, thought it was bad then...
