I am Canadian and just came back from a 2 weeks trip in the South West of the USA. I wanted to buy a Data Plan for my iPad 2 but all my attempts failed.
The Apple store in Las Vegas referred me to an AT&T store. The staff at the store was extremely helpful but they said right from the start that it is an hit and miss process. Unfortunately in my case all our attempts to activate my account failed. I tried 2 different Mastercard (one in US $, the other in cdn) and an AMEX cards and none of them was accepted by the AT&T system. We tried the cards with the store address, my hotel address and my Canadian address all without success.
I also bought a prepaid card at a nearby Target store and it was also rejected by the AT&T system.
Was I unlucky or is it always difficult/impossible for a non resident to activate a Data Plan?
I bought the 3G version in order of be able to activate it when I travel. I was quite disapointed and will think twice about buying the 3G version when I upgrade to an iPad 3
