iPhone 12 Pro Canadians, what’s the difference between pre-order/order & reserve now?

I was able to reserve a silver iPhone, but couldn’t order to pick up silver in stores.

What confuses me is that “reserve now” says “buy iPhone 12 Pro with a data plan at an Apple Store, reserve now”

But doesn’t mention anything about that throughout the process, just gets you to reserve.

I already have a data plan, do you think Apple will let me just get it unlocked? ...I mean all phones are unlocked.

Reserve is no different than the other purchase methods. It’s exactly the same phone because Apple only sells one type of device. Whichever method you choose, you won’t be asked to get a plan.
