Cancel Service on Upgraded Phone

I did this with the 3GS last year but I'm wondering if AT&T's policy has changed?

Is it still possible to upgrade another line on my account to get the iPhone, then cancel the data plan and then sell the phone on eBay? I was told that I could not do this over the phone last year, but was able to do this in a AT&T store after I received the 3GS.

Given the high (325) ETF AT&T now charges, its going to be difficult to make a quick profit by doing this.

I wouldn't be canceling the line, just the data plan. We're fine being on contract another 2 years for that line.
