Can I buy the upgrade for . $19.99 off the App Store and install on all my devices?

Could I also make a bootable install disk off a 8gb thumb drive like I did for ML.

Yes, as long as you're using the same AppleID on your Mac's it will show up under your Purchases tab.

If you are using different AppleID's you can log out of one and login to the one that you bought Mavericks with.

The license is for the Macs you own, not just one Mac.

Yes, except the steps are a bit different. You need to run "createinstallmedia", which is inside the app bundle.
