Cannot activate Cellular data?! Help? cannot send texts

i cant send any texts at all ,but i can recieve them... and when i try to connect to the internet through 3G it keeps telling me that it cant connect to the cellular data or something...

i have tried reseting my network settings to the factory default... but that didnt do anything...

are there any specific things i need to enter into my settings?

any help would be much appreciated
