Hello everyone. Upgraded to Mac OS Big Sur. I am now unable to use the Itunes replacement called Music to put ringtones onto my phone. I’ve tried the standard procedure of converting it to AAC, changing the file extension to m4r, and then dragging to the iPhone in the finder window. This puts the 30 second tone I created in my iPhone’s music but not in the ringtones section.

Does anyone know when this is going to be fixed?
 
This is old, but I’m bumping this to find out if you ever solved this? I’m having the same issue. I have a work iPhone 11 and could add the silence.m4r but my personal iPhone 12 I couldn’t
