Cannot attach photos using Yahoo Mail. Please Help!

Hi, I am speaking on behalf of someone I know. They use Yahoo for email, and whenever they try to attach photos, the blue loading bar in the URL bar loads about 5%, and then stops. Why does it do this? On a PC it works fine. I have seen it myself, and cannot find how to fix the problem. Any help is appreciated.
 
Someone? I think that this might be a problem on Yahoo's end, but then again, why would it be happening because it would happen to millions of other people and surely it would get fixed.
