iOs 15.6.1

Please see attached for the the issue I am having. I chatted with two Apple support technicians and was told they don't have an answer. I was asked to power down and back up, still same. I was also asked to reset my phone to factory, still the same. I clearly have more than enough iCloud space since I was NOT backing up any large files.
