Cannot change photo library

I have two photo libraries on my Mac. One I use for all my photos and videos (let's call it Library 1) and one I use for iCloud. When I open the Photos app, the iCloud library opens. When I open the Library 1 library by clicking on the file under the photos folder, the Photos app opens the iCloud library and a message appears: "Would you like to change library to Library 1" and I click yes. Then the Photos app shuts down, and it opens up again. But it's still using the iCloud library and the same message appears "Would you like to change library to Library 1". I can keep doing this forever, and it will never open the Library 1 library.

Found out. Just had to hold alt and open the library.
