Cannot Create Apple ID

I have been trying to create a new Apple ID and free iCloud email address on my iPhone 4s, but it is giving me an error message that says "Cannot Create Apple ID Unable to connect to server." Does anyone know why I might be getting this error message? Also, I am recieving this error message when I am connected to a WiFi signal. Any suggestions will be apprciated.
 
I am trying to set up my dad's new iPad and I am getting the same thing. Been happening for me since last night.
