Resolved Cannot Download any Apps

The past few days I haven't been able to download any apps. What happens is I click on the Get button and type in my password. After that the circle appears then stop and the Get button appears again. I have rebooted my device and tried downloading using 4G which doesn't work. Updates do work though. Any help will be appreciated. Downloading from purchase do work. I have been downloading apps from my Mac and downloading from purchase to alleviate this issue but this isn't the most ideal of solutions.
I would like to mention codes do download and install.

Go to Settings > iTunes and App Store. Click on your Apple ID at the top, then click sign out. Afterwards, sign back in, and make sure when you sign back in to type your email in all lowercase (e.g. bob@gmail.com). Also, are you on iOS 8.1.3 and have you ensured you can connect to wifi? If you're on cellular data only and don't have access to wifi, go to Settings > Cellular and ensure that App Store is turned on (but be forewarned that this will use up a lot of data).

Thanks this fixed the issue! Yes I am on iOS 8.1.3 iPhone 4s. My wifi works since I'm able to use Safari. Now I think about it, I had this issue right after updating.
