This is a very odd issue so I'll explain it the best I can.
After my computer comes out of display sleep, I cannot drag files from my downloads if I open it from my hotbar and some other locations. I can still drag files inside finder, however. If this is not clear it's the downloads that pop out when clicked, near the trash icon.
If I try to drag a file, it will not drag and instead open the file when I release my mouse. I also noticed that if I dragon my mouse up the list of downloads it will highlight the ones I put my mouse over, but still open the one I was trying to drag when I release the mouse.
I need to drag downloads A LOT so this is a major issue for me. Does anyone know what is going on here?

MacBook Pro (15-inch Mid 2012), OS X Yosemite (10.10.5)
