Cannot get instant hotspot working?

I have a brand new Retina Macbook, an iPad Air 2 and iPhone 6. Yet I cannot enable personal hotspot as it fails to connect? All are on a clean install and on the same wifi network. I disabled wifi as well and nothing. I have also got bluetooth enabled.

This is driving me nuts!
