I have a Western Digital external hard drive where my entire iTunes library has be moved to but I am unable to locate it.

I have tried turning the hard drive on and off, unplugging it all, and looking in my finder, but I am only receiving the message "The folder containing the 'iTunes Library' cannot be found and is required. Please choose or create a new iTunes Library."

Please help! Thanks.

Try locating it in Disk Utility, which is in your Applications\Utilities folder.

I looked in the disk utilities folder and the only applications are internal drives...

I assume you mean "the only drives" are internal drives. They're not applications. If it's not showing up, you need to check your connection cable at both ends, to make sure it's properly seated. If you have the option to connect to another port (for example, USB vs Firewire), try that, in case you have a bad port. If none of that works, you may have a faulty drive.
