I have 2 SSD externals connected via USB to my 2017 Imac… Both are encrypted by the mac. The first one that pops the “gimme a password” dialog mounts OK. The second never does. Both drives will work if mounted first. The trick seems to be the password prompt, it only shows once per session. If I were to disconnect the drive and reconnect, it won't mount either... One prompt + 1 mount per boot..

Rebooting restarts the game, with either drive - both work great but since encrypting them only one prompt for accessing the drive, so only one mounting.. Ever heard of that? Decrypted drives don’t care, they mount regardless..as normal...
 
I'm not able to replicate this behavior. I encrypted two flash drives, ejected them, and re-inserted them one at a time. I get a password prompt for each encrypted flash drive as I insert it. I can eject & remove either, and re-insert, and it asks for the password again.

Can you manually mount the 2nd one in Disk Utility?

Nope, it's not visible in disk utility at that point. Moreover, I only get the prompt if the drive is plugged in before boot. If I plug it in after the boot it gets ignored... It's really strange, I did not have any issues with both these drives before encrypting them. I will redo them decrypted, it's not worth the hassle..
