I recently updated from Catalina to Big Sur on a 2019 MacBook Air. I now get an error when trying to open the Privacy Pane, and I cannot move files at all (stralled progress bar or spinning beachball). Any ideas?

This is what I would do... Stop when it starts working again ;-)
1. restart
2. Reinstall in place (over current system)
3. Create a new user and try there. If that works, may be migrate data to that user and then delete the old one?
4. Wipe, install clean system and the restore what you need using Migration assistant
