cannot organize files manually in a folder

I am having a problem with a file arrangement in finder (running on Mavericks). So here is a brief explanation: when I open a folder conatining some files, then select those files, go to the "view" menu, then "arrange by" and choose for example "by name", they will all arrange according to their names.. That is just fine. But the issue comes, when I select all those files again, go to the "arrange by" menu again and choose "none". All those files remained fixed/locked and I cannot move them wintinh the folder. By moving I mean only draging them around the folder but after releasing the mouse button, the file returns to it's previous "fixed" position. How can I "ulonck" these files? In other words, how can i organise them manually again? Intereting is, that when I move them for example to desktop or to a new folder, I can change their position within the folder as I want. I am having this problem on iMac and Macbook Pro Retina as well. Thank you for your reply...
