Cannot Place FaceTime call

I can call my son in England on his phone but when I try to connect via Facetime I get a message that says "check the phone number". The phone number is correct as I can call him. If I try to connect to his email address I get a message that says he is not online when he is.
Any idea what's going on?

I should add that I am trying to connect with my iPhone 4s over WIFI and Vonage is my phone service.
