Cannot register for a AT&T premier account?

Hey guys. I have been trying to pre-order the iPhone 4 through AT&T, and when I get to the upgrade page, it redirects me to the premier site because I have a FAN, and I get all the way up to checkout and then I get prompted to log in to premier.

I go to register, because I don't have one, and it won't let me register because it says I have an IRU account. I have tried everything, help!

Just some insight would be appreciated it!!!!!
