I am currently back on iOS 15.5 but I wanted to check out beta 3 of iOS 16, after previously using iOS 16 beta 1.

Before I could restore and install via ipsw from my Mac, running 12.5. However, now it is asking me to download a file, which fails. Something about the file not being available on the softwareupdateserver.

Any idea why it is not working? For beta 1 I installed the MobileDevice.pkg and I could restore and install beta 1 just fine.

"Installation failed"
"The software cannot be installed, because it is currently not available on the Softwareupdateserver"

Is it trying to download a "public beta" or something that does not exist yet? I am a paying dev. and download the IPSW straight from the dashboard

Did you try installing the MobileDevice.pkg from the updated Xcode Version as well?
