Cannot send invitations to a shared album

I have a son in Guatemala (+502 country code) and a son in Germany (+49). Whenever I add them to the share album, it shows the correct number, then after 2 to 3 seconds it removes the + sign and throws an error: Invitation Not Delivered. The phone number (49xxxxxxxxxxxx) invited to "Album Name" cannot receive shared album invitations.

Anyone having the same issue?

Have just successfully shared an album to someone in New Zealand from here in Vietnam, so can confirm it’s not a global issue. I’m on a 14PM and the other person is on a 13PM still on iOS 18.

Edit: I have previously shared a different album with this contact on the same number, and he still has access to that album. Whether that makes any difference I’m not sure but thought it worth noting.
