Cannot set French as main language

Hello,

Despite selecting French (or any other language) as main language in the System Prefs, Finder never loads in French. I logged out, restarted: no luck. French is still selected in the System Pref, but everything remains in English.

Any ideas how I can install the additional languages?

P.S. I can set the language to French if I boot from the recovery partition, so the languages must be there somewhere...
