Cannot set my own wallpaper in Home app

The Home app has a few colored wallpapers for the Home/Rooms in the Home app. It has a little photo icon presumably to set your own photo. Nothing happens when I press this. Does it work for anyone else? I assume so, since screenshots show the Home app with user set wallpapers.
 
Does not work for me, either on the Home screen or the Room screen. Same icon, but does nothing upon clicking on it.
