Anyone else have this issue?

I have the complete inverse of what all post about - issue.
I cannot SET a passcode on an Apple Watch.
It used to work. The problem is that now, it is now completely insecure - no passcode, no way to set it.

l’ve reset the phone, reset the watch (which was a nightmare - took 10 tries), and called Apple support.
It previously had Screen Time, but I’ve turned that off, too.

Since I had to tweak Screen Time so my daughter wouldn’t get frozen out of her MacBook during school hours, it set off a chain of events which removed her passcode, and then all of this.

I think it's a flaw -->
1. If it’s in downtime, you can’t do anything to change settings like these that involve passcodes.
2. If passcode restrictions are set - as they are by DEFAULT - it acts the same as device management - but in REVERSE (can’t set a passcode, rather than preventing removal/turn off)
