Cannot set People field in time of day automation, why?

If I create a trigger based on a time of day, the last field in the page is "People" but mine just says "off". Why? I want to be able to say "at sunset" but only when I'm home. How do I do that?

It only works from your admin iCloud device though, its device specific too. So your iPad likely wont work. Other geofenced settings wont be shown either.
