Cannot Start Dictation

Hello,

I can't seem to start the "Use Enhanced Dictation" on my Macbook Air. I'm using OS X 10.9.2 and I've included a screen shot of the error I'm getting. I researched this error on Apple support forums and tried a few things to no avail. Thank you in advance for any help :cool:

I've been googling everywhere, and can't find an answer, does anyone have experience resolving this issue?
