Cannot turn on backlit keyboard using F-keys

Hi,

I have the mid-2019 Macbook Pro 13" and just upgraded to 10.15.5.

I noticed that I cannot adjust brightness of keyboard using +/- brightness key. The backlight is completely off once the laptop is booted up.

When I turn on the laptop the keyboard backlight is on until I log in then it turns off an donly the Function Keys are lit up. It seems also that they are a lot brighter than I recall.

Any idea what is going on here? I reset PRAM and SMC.
