iPhone Cannot turn on iCloud Photo Library?

So whenever I try to flick on iCloud Photo Library to start using it and getting use to it I get an error saying "error encountered enabling iCloud photo Library. Please try again later." Anybody else experiencing this? Screenshot will be below.

I had the same problem on my iPad Air LTE. Your mileage may vary, but simply signing out and in again fixed it for me, along with all other iCloud bugs.

I just turned mine on and it synced up fine.

I guess theres no way to make it sync when on wifi only?
