iPhone 11 Can’t add a contact in Emergency SOS?

When I go to emergency sos and click on add contact I get my medical ID and health info......

Did you try going into the health app? Click on your medical ID and there you should be able to add your emergency contacts.

I have no option to add a contact either way.
