I just reloaded Sequoia from scratch (no restore). I went o add my credit cards back to Wallet and it won't let me (see pic). I have the cards added to my. iPhone and Watch.
Anyone else have this issue?

I checked SIP status and it was enabled. I disabled it, rebooted then enabled it again but I’m still having the same problem.

The only way I ended up fixing this was to create a new temporary admin user and login as that user. Then I deleted my regular user. At that point even though I told it to it didn't delete all the folders in that user. Something was definitely corrupt in there. I had to boot to recovery and use terminal to delete those folders.
After that I created my regular user again and everything is working.
 
I can't tell if you have the same issue as mine was a while ago, but I had Apple Pay disabled on my Mac but fine everywhere else - I couldn't add cards. To fix it was simple once i found it - go to the KeychainAccess.app - go to Settings/Reset Default Keychains. All good!

Having similar/same issue. New M4 Mac mini. Suddenly realised i had not set up cards in wallet. Yet when I try to do so, I see this:

Thought that odd. Disconnected cable (had been charging keyboard). Remained connected and visible in Bluetooth devices:

Restarted the machine.

Still cannot add a card. As the original poster says, I too have cards on my phone, iPad and MBP. Can still see them there. I did have them on the Mac mini I used to set up this machine (did a restore from Time Machine to set up the M4 mini).
 
@rstark18 @polyphenol did you try what worked for me above, with the KeychainAccess app? I am curious if it's the same problem.
Thanks for replying. I might have tried that but, as I understand, there is no KeychainAccess app! We now have Passwords as a separate app.

Forgot to add that I did not try to do this before 18.1.1 - so have no idea whether it could have been the original set-up and import, or 18.1.1 which has caused this not to work. I couldn't see anything that looked useful/sensible within Passwords.
 
I decided to find out what Apple say.

I've been told by Apple Support that I cannot add a card to Apple Pay on my M4 Mac mini because I do not have a Touch ID Magic Keyboard.

"Apple Pay is not available on this Mac."

I cannot understand this because even if I had Touch ID there is an option to type in password. Or use iPhone or Watch.

Apple say: "Mac models introduced in 2012 or later with an Apple Pay-enabled iPhone or Apple Watch"

I solved it before being able to try this.
I ended up creating a new test admin user and deleting the user that had the wallet issues. At that point even though I had deleted the user and said to delete all folders, many of the folder would not delete. I had to use terminal from safe boot to delete those folders. After that I created my old user and everything worked as normal.

There is no Keychain.app anymore in macOS 15, they have the Passwords app now, and this option isn't available.

Also, I've found it very difficult to delete the account under another admin account when signing in using your iCloud account, like I am. That usually opens another can of worms...

It's still there!! Go to /System/Library/CoreServices/Applications/Keychain Access.app. Settings, Reset Default Keychains.
