When rebooting and holding down C, the optical drive makes its usual grunting and whirring, pretending like it's loading TechTool, and after a couple of minutes the swirly thing freezes. I've tried resettting PRAM to no avail. The CD works fine once in OS X.
 
What system are you on? Are you sure your Tech Tool version is compatible with 10.4 for example?
As an aside, http://docs.info.apple.com/article.html?artnum=301353 specifically states that even if your CD/DVD drive is operating and it's not a hardware issue, don't try to use TechTool Deluxe 3.0.3 to repair the Volume Structure on your Mac.
Are you sure the CD is clean? Can you test it on another computer? If it works on another machine, it may be your drive.
