Verizon makes absolutely 0 dollars for selling you an unlocked out of contract phone. It should be fairly obvious as to why a phone company wouldn't do this.
 
Tell them you would like to speak to the manager and want to see where in their Corporate Policy it states that.

However, your likely not at a true corporate store rather a Authorized dealer/retailer. If it's the latter they may likely be getting away with it as Verizon doesn't have too much say in the matter.

I would tell the manager: "Look I'm giving you $X amount right now! Your telling me you as a business don't want to make $ or want any $?"

It is a corporate store, I asked verizon online.

Yea, I may walk in and see what happens. Usually easier to do things in person vs over a phone

I am sure they don't pay Apple the retail price of the phone
 
Verizon's Corp. stores are a major PITA if you ask for ' device only '. This could be partly because the sales guys are aware that these new LTE smartphones are unlocked and you'd use it on a competitor's network.

I really doubt they make much on the device itself. While it seems unlikely, but the general consensus is Apple doesn't discount the hardware to carriers either.

Even if Verizon doesn't pay retail to Apple, it's probably not much to make a profit off of it selling you just the device.

Try Best Buy, or like I said in another thread, Apple B&M store.
