Can't change Carrier (roaming)?

Anyone else notice/have an issue selecting a carrier in iOS 26?
I have a 16 Plus (iOS 17) and 17 Pro Max (iOS 26), and neither have MDM/device policies/restrictions.

On the 17, I cannot change (manually select) a carrier. When I turn off "automatic", it's just a blank/empty screen.
I have two eSIM - AT&T and Verizon - so it's not a carrier issue.

16 Plus has the behavior I've used forever - it searches for carriers, provides a list, and you can select one.
Is it perfect? No.

This seems like yet another asinine failure of iOS 26.

It's been finicky for me - I had to toggle airplane mode on and off and then force close the settings app and then they usually appear.

Apologies for the non-sequitor, but... is it just me, or is that interface positively screaming for carrier signal strength bars on each listed option?
