Can't change 'refresh rate' on TV external display?

hey everyone,

I've two HP monitors connected to my old style Mac Pro. One by DVI and the other by display port->DVI connector.

I'm trying to connect a tv as a third display that I've had working before via a display port to hdmi adapter but when I gather displays, the two monitors show the correct 60hz but the tv stays black but to gathered window box (visible from the HP monitor) shows a greyed out 24hz. Could this be the issue?

How do I ungrey it so I can have it working again?

It's also naming the brand of the to wrong in the display Windows box.
