Can't Change theme

I can't change my theme with customize 2.0. I choose Apply Theme To Device and it is still the default theme. The same happenes when i use SummerBoard. I also downloaded the SUID Lib Fix and it didnt work. Can someone please help me with this issue?

do the icons or anything change ? i know to get the wallpapper to change sometime you need to ftp the ipod touch and delete a file called LockBackground.jpg you can find it in - /private/var/mobile/library
