Has anyone encountered this problem yet? I just upgraded my jailbroken 1.1.4 to 2.0, and everything works, just I can't change wallpaper? It's just black?

If you are referring to the background behind the application icons, crazzyeddie is correct in that feature is not part of the Apple firmware/software and is only available to iPhones with hacked firmware/software.
If you are referring to the wallpaper that appears when you press the Home button prior to unlocking the screen, that can be set in Settings / Wallpaper.
