Can't change wifi,battery or signal through cydia

Hi, i'm on 4.3.1 on my iPhone 4 and when downloading new icons or colours for signal, carrier,wifi and battery through cydia about 80% of the time they never change after i select them and respiring in winterboard.
Also happens when i try to change sms bubbles too

Am i doing anything wrong?

your nothing doing anything wrong, the file names a way files are themed have changed from over the years so they just might not be named right for 4.3.1

Right. Your better off downloading the PNG's and SSH them with the correct file names.

can you give me a link to a tutorial to shsh them? also how would i download the PNG's from cydia?

Download iPhone explorer and go to where the things downloaded from cydia are (not sure myself) then copy them to the desktop, edit them how you like, then put them back to var/stash/themes and then activate in winterboard.
