If I highlight or underline text in a PDF in Preview, and then select the highlighted/underlined text, I cannot copy/paste it.

The right click "Copy" button does not show up, and although I can use Cmd+C, Cmd+V does not work in other apps, indicating that the selected text was never actually copied.

If I remove the highlighting, I am able to copy/paste as desired.

Is there a workaround? And does anyone know if this is fixed in Mojave?
 
JANKY WORKAROUND: If you start selecting un-highlighted text right before the highlighting starts, that will enable you to copy the text.

It's as if the highlighting adds a separate selectable layer on top of the text that the computer tries to copy instead of the underlying text, but you can bypass it if you select the normal text immediately prior.
