Never seen this before, suddenly today no files or folders copies or moves to my icloud drive. It wont accept anything. Been trying to figure it out and stumped.
 
Possible culprit: Finder plist file

Do this:
Shift>Go (in menu bar) >Library
Now open the Preferences folder
Find this file: com.apple.finder.plist
Delete it
Restart (a new file is created - no harm in deleting it)
Now try the transfer

Actually, the regular deleting of plist DID NOT WORK, BUT deleting all others ones finder.plist below ½ dozen, with more letters - did!)

This is just plist corruption over time?

AHY...SPOKE too soon. Then tried on laptop did not work. Then hour later, desktop back to not working Dang!

Wait.. now desktop, just minutes later, is ok again. Laptop still bad. Laptop never worked..and did the delete of all finder plist on laptop.. (some intermittent chaos.) Is this known issue? Crazy.

Yes, crazy! It shouldn't go bad again right away. Desktop (iMac, Mini?) still good? How old is the laptop? Same OS on both?
 
Yes, same High Sierra, 27" imac, and laptop is air 11"; laptop 5 years old. Problem back on imac.
 
Back on Jan. 8th ("suddenly today") did you install a new app?
No, just persistent bug/ issue I'm sure. One Apple nice gremlins.
Oh.. on a side topic -- also icloud drive, I have this new issue too:

On my desktop icloud drive: The little tiny triangles on left of folder names are missing/ gone ( they expand to the subfolders). Thanks.
