Can't create playlist in my iPhone

Hi guys,

I can't find any button in the playlist to create a playlist.
I googled it for a while already, somebody said that I should check the "manually manage music and video". However, nothing again.
The only way to create a playlist in my iPhone is using iTunes and sync it to my iPhone.

Does anyone know how to fix this?
