Can't Delete App from iPhone/iTunes

I have an application that I cannot delete. If I press and hold on it, the icon starts to wiggle but the X never appears on it. The other applications have their X show up but not this one in particular. It acts the same in iTunes and it won't give me an option to delete it. I've powered it off and back on but it won't go away. Any ideas other than a restore?

What app is it?

This might be stating the obvious, but if it's an app that came pre-installed with iOS (ex: Calculator, Weather, Stocks), you can't delete it.

Sorry, it's not a stock IOS application, it was one i downloaded from itunes.

Tried downloading the app again, and then delete it?

Are you jailbroken by chance? You said you downloaded it through itunes but some apps installed via jailbreak also cant be removed through the wiggle method.
