Ever since I upgraded to Mojave I have not been able to delete the installer, it just sits in my trash then I get an "Install macOS Mojave beta" is in use.

I tried placing it back in my applications folder then deleting it again, I am already on beta 5 and I don't think any other process is using it.
 
try the old school nvram reset.
restart holding down option+command+p+r for 3x restarts.
that is to say, 3x screens.
now that apple don't do the chimes anymore, it's a visual thing.
alternatively, there's a wee app called kext utility.
run that. restart. you should now be good to go.
personally, i went back to high sierra.
full erase and re-install
way more stable

I’ve had the same issue. Still can’t delete it. I’ve searched all over for a solution and nothing has worked so far.
