Can't Delete Safari Cookies in ios9

I am having trouble deleting cookies in Safari in ios9.
If you do this:
Settings>Safari>Clear History and Website Data and Press "Clear".
And then do this:
Settings>Safari>Advanced>Website Data
The cookies are still there.

Some of the cookies won't delete. Anyone have this issue?
