Can't disable "Home Control" in lock screen prefs?

Settings / Touch ID & Passode / Allow Access When Locked

Weird...I can toggle every control off except Home Control. The "switch" slides over, somewhat reluctantly, but then moves itself back over to On.

Is there another setting that's forcing this, or is it just a bug?

No IoT in this household, so no need or want to keep it on.

There are so many settings in iOS now, it's crazy.
