When I try to download numbers I get the message "Numbers can’t be installed on “Macintosh HD” because macOS version 10.14 or later is required",

so I update to the latest software but it only updates to 10.13.6 and says that's the latest update.

Any suggestions?

A major version release doesn't install quite like minor updates.

They've moved major updates around a few times, and I can't remember if it were still in the App Store on 10.13; But at least a few years ago you'd download major macOS releases from The App Store. Then it was moved to System Preferences.
Here's Apple's download page for macOS 10.14 Mojave. There's also 10.15 Catalina, but you may not want that. It's not compatible with 32-bit software
 
The current version in the App Store is 10.0. This requires OS 10.14 (and some parts require 10.15).

It may be that the message you're getting about 10.13.6 is the latest OS for your Mac system.

You may need to poke about a bit to get a down rev version, which I think is 8 (not 9).
