I noticed that sometimes a few apps can't be downloaded, even though you see them saying WAITING... and the icon showing that you are wasting some bandwidth. I tried logging off from my Apple ID and even using another, and nothing changed. Tried deleting the apps and downloading again, reseting the iPAD... nothing works.

And this is only happening with these apps:

For the record, I am using the IPP 9.7 128 GB wifi only. I was able to download these two for the IPP 9.7 256 GB wifi + cel, and the iPAD 4 64 GB wifi-only.

These are not isolated cases. Sometimes, depending on the app, the same problem occurs.
 
I was able to download all of them, but later received an email from Apple saying that my ID was used to download in an unauthorized device. My ID Apple is associated with two devices. I guess when Apple triggered the warning it stopped the specific app from downloading at first.
 
Apparently, the problem continues to haunt me. Is it impossible to use the same email for Apple-ID in two iPADs and download free apps regularly? Now this is happening with SoundCloud, right after I managed to download in one of my iPADs. Is the Apple-Store filled with bugs or I need to use a unique email for each device?
