Can't edit photos in Photos.app

I recently helped a friend to migrate her iPhoto library to Photos. I then enabled iCloud Photo Library. But when I tried to edit a Photo, using any of the "Adjust" features (like Light and Color), they were grayed out and didn't work. However, Crop and Rotate worked.

Does anyone have an explanation for this?m She's on El Capitan.
