OK, this one is weird...
I almost always empty the trash by right-clicking on the trash can and choosing Empty Trash. But on Ventura, it doesn't work. Nothing happens.
If I empty the trash any other way -- Finder menu, clicking the button in the open Trash window -- it empties without complaint. But using the contextual menu on the Dock...nothing.
I tried rebooting. Tried force quitting Finder. No joy. Anyone have any other ideas?

killall Dock
in the Terminal has set things a-right once more!
